1. General
Paragraph 1.1
A person is mayor from the moment he receives the profession, until the end of the round or until he is fired.

Paragraph 1.2
Mayors and City managers are responsible for (the wellbeing of) their city.

Paragraph 1.3
A City Manager acts as an addition to and part of the mayor account. The City Manager is not allowed to commit any crimes, nor perform any trading activities, except for buying lots for city purposes, opening bank accounts and doing diamond deals.

Paragraph 1.4
A Mayor is responsible for the lot state in his or her city. If the round is ended with a lot state below 80, sanctions will be taken in the next round. If at any point in the round the lot state is below 70, additional sanctions will be taken towards a city during the round.

These sanctions are, but not limited to, a levied tax of 1 procent per 0.5 lot state beneath the 80 and tax of 2 procent per 0.5 lot state beneath the 80 in case the lot state is below 70 on the moment of collection.

Paragraph 1.5
Favouring/disfavouring specific (groups of) players is forbidden.

Paragraph 1.6
Sharing information with a specific group of citizens (and thus withholding it from other citizens) is forbidden.

Paragraph 1.7
When a mayor decides to create a whole new policy, which for example may include disadvantages for a group of players, he/she first needs permission from the Federal Government.

Paragraph 1.8
It is forbidden to fund and/or subsidize the raising of the lot state of more than 1 lot up to more than 1000 in your city by means of diamonds. An exception to this rule may be granted by the CBI if the lot state falls bellow 80.

If the application has been approved by the CBI the following rules apply:
- In no case the city's average lot state should be raised over 92 points by diamonds;
- It is the mayor's and the City Manager's responsibility to ensure the lot itself and a 3 by 3 square of lots around it can never again be used for personal purposes;
- The diamonds need to be bought by subsidized means provided by the National or Local Government;
- The diamonds need to be bought for a maximum price set by the CBI.

Paragraph 1.9
Negotiation with citizens and companies is allowed, as long as all citizens are allowed to participate in these negotiations.

Paragraph 1.10
A city must always have a minimum of ten road lots for sale for a maximum of the Federal Government's sales price. Failure to comply will result in a fine of at least 20,000 ISH.


2. Export and Import
Paragraph 2.1
The following products may only be bought in for these maximum prices. Lower prices are of course also allowed.

Paragraph 2.2
The maximum price for one block of export products is 1,000 I-Shell.


3. Mass subsidy / Mass messaging
Paragraph 3.1
The maximum subsidy per citizen per round, using the automated system, is 2,000 I-Shell. The automated subsidy cannot be over 500 I-Shell during the first 24 hours of the round. However it is forbidden to give out any subsidy in the first 6 hours of the round.

Paragraph 3.2
A mass message costs the city budget 2,500 I-Shell, and can be used to inform your citizens.

Paragraph 3.3
Any misuse or abuse of these functions (e.g. excessive advertising, excessive campaigning etc.) will be severely punished!


4. Personal subsidy / Public balance
Paragraph 4.1
The maximum amount of personal subsidy per natural player is 500 I-Shell. There should always be a sensible, city welfare-related reason to supply this personal subsidy. The reason of the subsidy must be included in the transfer description.


5. Taxes
Paragraph 5.1
City Managers are allowed to tax their citizens once every week. Subject to tax are their balance, savings and stock balance. City Managers can tax citizens a minimum of 1% to a maximum of 20%.

Paragraph 5.2
The City Manager sets a VAT-percentage from 2% up to 20%. This can be changed once every week.

Paragraph 5.3
City Managers are allowed (but never obliged) to pay back the VAT to the respective shop owners by means of an automated VAT restitution.


6. Buildings
Paragraph 6.1
At the start of the round, all City Managers should build at least the following:
one road (maxium two roads);
one parking lot;
one solar park;
the clubs assigned to the city;
the fes of their city.

Paragraph 6.2
Mayors and City Managers are responsible for the administration of their clubs.

Paragraph 6.3
When a warehouse is completely full, a mayor or City Manager can request Federals to empty it by 50%. Administration costs may be charged, these costs will be determined by the Federals and cannot be discussed.

Paragraph 6.4
Purchasing of lots from players for the building of parks, roads, hospitals and parking lots is allowed. The maximum price per lot is 60 I-Shell. The maximum price for road lots is 180 I-Shell.

Paragraph 6.5
City Managers are allowed to spend a maximum of 4,000 I-Shell per player on buying their lots. The maximum amount allowed to spend on lots within 48 hours after the start of the tradeperiod per player is 500 I-Shell.

Paragraph 6.6
It is forbidden to remove or ban players from the Town Hall.

Paragraph 6.7
City Managers are not allowed to build or live in houses.


7. Local security
Paragraph 7.1
Training (hiring) an officer costs 3,000 I-Shell.

Paragraph 7.2
City Managers are responsible for all officer-related matters.

Paragraph 7.3
Hiring officers at random is forbidden.


8. Punishments
Paragraph 8.1
Ending the round with a negative city budget is prohibited. The budget will be corrected by taxing the citizens: all citizens will be taxed at least 1%, more if necessary to fill the gap.

Paragraph 8.2
Inactivity is forbidden. An example of inactivity is when a mayor or City Manager remains offline for over 24 hours in the first 84 hours of the round or over 36 hours in the remainder of the round, without notification to the Federal Government.

Paragraph 8.3
Breaking any of the above rules may for instance result, depending on the situation, in cuts in the city budget, dismissal of the mayor, and/or a cheater status.

Paragraph 8.4
All actions performed by the City Manager will be treated as actions performed by the managing mayor.
